Rio de Janeiro implements Tax Free program for foreign tourists

The Rio de Janeiro government has officially launched its Tax Free program, allowing foreign tourists to request ICMS tax refunds on purchases made in the state. The measure, published in the Official Gazette in October 2023, aims to boost tourism and local commerce.

The program enables international visitors to recover up to 19% of their spending, corresponding to the ICMS tax. To participate, tourists must prove foreign residency and present a valid passport. Purchases must total at least R$1,000 on a single receipt.

The refund process will be managed by companies approved by the State Finance Department. Tourists must request refunds at specific kiosks, which will initially be installed at Tom Jobim International Airport (Galeão).

"This initiative elevates Rio de Janeiro to a new level in international tourism," states Governor Cláudio Castro. According to the Tourism Department, the program is expected to increase foreign tourist flow by 5% in the state over the next two years.

Rio de Janeiro is the first Brazilian state to implement a Tax Free system at the state level, following international examples such as the European Union and Uruguay.
