We would like to inform that ANVISA (National Agency of Public Health Vigilance) suggested that the federal government suspends the exception for the entry of foreign crewmembers arriving to join vessels and platforms in the country.
In response to ANVISA’s suggestion, the federal government published the Decree No. 654. The revised normative text excludes the article that did not prevent the entry, by air or waterway, of maritime professionals to exercise specific functions on board of a vessel or platform operating in jurisdictional waters.
The suppression of the pervious article means that foreign seafarers with only seaman’s book arriving from or passing by the UK, South Africa and India in the last 14 days may not be allowed to enter Brazil. It is worth mentioning that the permission to enter Brazil will depend on the Brazilian immigration agent.
RESTRICTIONS:

1. International flights to Brazil originating or passing through the United Kingdom of Great Britain and Northern Ireland, South Africa and India are prohibited temporarily.

2. It is suspended, temporarily, embark authorization for foreign traveling to Brazil, coming from or passing through the United Kingdom of Great Britain and Northern Ireland, South Africa and India in the last fourteen days.

3. However, there are many exceptions in this case. The Visa holders, holders of National Migration Registry (RMN) etc. with origin or history of passing through the United Kingdom of Great Britain and Northern Ireland, South Africa and India in the last fourteen days, are allowed to enter in the Brazilian territory, but the Brazilian Health Department determines that they remain in quarantine for fourteen days before start to work.
HEALTH PROOF:
All passengers from international origin, Brazilian or foreign, must present to the airline responsible for the flight, before boarding (article 7th):
I - document proving laboratory tests RT-PCR, for screening for infection by the SARS-CoV-2 coronavirus, with negative or non-reactive results, performed seventy-two hours prior to the embark, observing the following points:
a) the document must be presented in Portuguese, Spanish or English;
b) the test must be performed in a laboratory recognized by the health authority of the departure’s country;
c) in the flights with connections or stopovers where the traveler remains in a restricted area of the airport, the seventy-two hour period will be considered in relation to boarding in the first leg of the trip;
d) the traveler who performs a migration that exceeds seventy-two hours from the RT-PCR test must present a document proving that he performed a new test with negative or non-reactive results for the coronavirus SARS-CoV-2 at the “check-in” in order to embark to Brazil.

II - Traveler's Health Declaration - DSV (printed or digitally) duly filled out in the seventy-two hours preceding departure from Brazil in accordance to the sanitary measures that must be complied with during the period that is in the country.
Failure to comply with these measures will result in (1) civil, administrative and criminal liability, as well as (2) immediate repatriation or deportation and (3) the disqualification of an asylum claim.
This Ordinance comes into force on May 28th, 2021 and it will be valid indefinitely, until new guidelines are published by the Government.
Due to the different interpretation of the decrees, by the immigration authorities in the airports and airlines carriers, we strongly recommend you to issue all support documents (provided by Westhead) and booking their flights to arrive in Guarulhos (SP) and Galeão (RJ).
